An intense heat dome sitting over the eastern half of the United States has driven daytime temperatures into dangerous territory, pushed the regional power grid into a rare emergency alert, and forced cities from Philadelphia to Boston to cancel or scale back Independence Day celebrations.

On July 3, the country’s largest wholesale electricity market operator declared a Level 2 Energy Emergency Alert across a footprint that stretches over 13 states and Washington D.C. and serves about 67 million residents. The declaration was the first of its kind for the operator in more than a decade and was tied directly to the surge in cooling demand as record heat baked homes, offices and data centers across the mid-Atlantic and Great Lakes region.

Instantaneous demand on the network reached roughly 162.7 gigawatts during a late-afternoon peak on July 2, coming close to the all-time record of 165.563 gigawatts set in the summer of 2006. The operator said the July 2 reading was suppressed by voluntary and automatic voltage reductions that shaved load off the top of the curve, meaning the underlying, uncurtailed demand may have surpassed the two-decade record. Formal verified peak load figures are typically released about 60 days after the fact.

Wholesale power prices swung sharply higher as generation strained to keep up. Spot prices in the northern Virginia hub, home to one of the world’s largest concentrations of data centers, briefly cleared 2,500 dollars per megawatt-hour this week, roughly sixty times a normal summer level of about 40 dollars per megawatt-hour. Emergency imports from neighboring grids and calls for consumers to conserve electricity between the late afternoon and evening were used to keep reserves above operating minimums.

The federal government moved in parallel. On the evening of June 30, the U.S. Secretary of Energy signed an emergency order authorizing generators in a mid-Atlantic sub-region to temporarily exceed environmental permit limits so that additional capacity could be dispatched during the heat event. The order took effect at 23:59 local time on June 30 and ran through 23:59 on July 3, providing what the department described as a short-term insurance layer for reliability.

The weather driver behind the strain is a classic “heat dome,” a stubborn ridge of high pressure that traps hot air beneath it and suppresses cloud cover and rainfall. National weather forecasters said about 185 million people across the country were under heat advisories, watches or warnings by July 3, with a wide band from the Ohio Valley through the Northeast facing daily high temperatures in the mid-to-high 90s Fahrenheit and heat-index values that climbed as high as 115 degrees Fahrenheit, or about 46 degrees Celsius, in the most humid corridors.

The public safety response has reshaped a holiday that normally draws large outdoor crowds. Philadelphia, which had planned a marquee “Salute to Independence” parade as part of a broader run-up to the country’s 250th anniversary, called off the parade portion of its schedule and shifted programming to shorter, shaded events. In Washington, the outdoor “Great American State Fair” on the National Mall was closed for part of the day before reopening in a reduced footprint. Several New Jersey municipalities, the Massachusetts city of Watertown and parts of the greater Boston area postponed or trimmed fireworks and daytime family programming.

In Boston, city officials pushed the gate-opening time for the traditional riverside fireworks concert from midday to the late afternoon so spectators would not spend the hottest hours in direct sun on the Esplanade. Cooling centers were opened across the eastern seaboard, and utilities in New York City reported outages affecting about 17,000 customers as insulation on aging underground cables buckled under the sustained load.

Independent scientists at the World Weather Attribution group, which conducts rapid analyses of extreme events, said preliminary work indicated the current bout of heat over the eastern United States would have been “virtually impossible” without the warming already locked into the climate system by decades of fossil fuel emissions. The organization’s assessment aligns with wider findings that heat domes have grown more frequent, more intense and longer-lasting over the past two decades.

Forecasters said the pattern would linger through the holiday weekend before a weak cold front nudges the ridge west and moderates temperatures over the Great Lakes and Northeast into next week. Utilities and grid operators cautioned that pockets of stress could persist into evenings as demand for air conditioning remains elevated after sundown, and urged customers to raise thermostats a few degrees, delay laundry and dishwasher cycles, and avoid using large appliances during peak hours.

The episode has also intensified a broader debate over the pace at which the American grid can add new generation and transmission to keep up with a surge in electricity demand from data centers, electric vehicles and reshored manufacturing. Grid planners have warned for more than a year that the interconnection queue for new solar, wind, storage and gas projects is running well behind the pace of load growth, and that summer reliability margins in the eastern and central United States are the tightest they have been in a generation. This week’s alert, coming during a holiday period usually marked by lower industrial load, is being read by many in the industry as a leading indicator of the strain likely to accompany future heat events.

For residents across the affected region, however, the immediate concern remains staying safe. Public health authorities urged people to limit outdoor exposure between late morning and early evening, drink water throughout the day, check on neighbors who are elderly or live alone, and never leave children or pets in parked vehicles.
