LONDON — The United Kingdom, Italy and Japan have signed a new 4.6-billion-pound contract awarding the industrial joint venture Edgewing an 18-month package of work covering detailed design and development on the trilateral Global Combat Air Programme, the three governments announced on July 3, in what officials described as one of the most significant milestones for the sixth-generation stealth-fighter project since its launch in late 2022.
The contract, valued at roughly 6.1 billion U.S. dollars at prevailing exchange rates, runs from July 1, 2026, through December 31, 2027. It replaces a shorter bridging arrangement worth 686 million pounds that Edgewing signed with the programme’s intergovernmental agency earlier this year, and takes the aircraft — known within the UK development community as Tempest — out of its final concept and assessment phase and into full joint detailed design and development. The contract was placed by the GCAP International Government Organisation, or GIGO, a tri-national body established under a treaty ratified by all three parliaments in December 2024 and headquartered in Reading, west of London.
Edgewing is the industrial joint venture set up to design and build the aircraft. It brings together BAE Systems of the United Kingdom, Leonardo of Italy and Japan Aircraft Industrial Enhancement Company, a Japanese consortium in which Mitsubishi Heavy Industries is a leading shareholder. According to earlier trilateral communiqués, the joint venture and the intergovernmental organisation operate from co-located premises in Reading, with the first chief executive of the GIGO’s GCAP Agency nominated by Japan and the first head of the Edgewing joint venture drawn from Italy. Each partner nation takes a broadly equal share of investment, industrial workload and programme decision-making, a structure that officials in London, Rome and Tokyo have described as central to keeping the schedule on track.
UK Defence Procurement Minister Luke Pollard, whose ministry announced the signing in London, said the deal was “an important step forward” that would “give the Royal Air Force the tools it needs to keep the UK safe.” Pollard added that the milestone reinforced Britain’s partnerships with Italy and Japan and would create thousands of highly skilled jobs across the country. According to figures previously published by the UK Ministry of Defence, more than 3,500 people in the United Kingdom already work directly on GCAP, with a further 1,000 individuals having undertaken related apprenticeships or training programmes; officials say the workforce is expected to expand as detailed design gets under way. Britain’s Ministry of Defence has said the programme’s UK supply chain now involves several hundred companies at various tiers.
The 4.6-billion-pound contract was signed several days after the UK government released a long-delayed Defence Investment Plan on June 30. The plan sets out spending intentions for major equipment programmes over the coming four years and commits 8.6 billion pounds — around 11.4 billion U.S. dollars — to GCAP through the end of the decade, higher than several earlier market estimates. The Defence Investment Plan followed months of internal government deliberations over funding and covers a range of other major projects, including uncrewed systems, new radar and undersea platforms, alongside a previously announced order for 12 Lockheed Martin F-35A aircraft. UK Prime Minister Keir Starmer, speaking on the day the plan was released, framed the wider investment envelope as a step to modernise British armed forces and said Britain was moving toward a longer-term target of raising defence spending to 3.5 percent of gross domestic product by 2035, in line with a benchmark discussed within NATO.
The Global Combat Air Programme was formally launched in December 2022, when the UK, Italy and Japan announced they were merging what had been three separate national next-generation fighter efforts — the UK-led Tempest project, Italy’s participation in Tempest-related work, and Japan’s F-X programme intended as a successor to the Mitsubishi F-2. The consolidated aim is to field an operational sixth-generation stealth fighter for the air forces of all three countries by 2035, with capabilities intended to replace the ageing Eurofighter Typhoon fleets flown by the Royal Air Force and Italy’s Aeronautica Militare, and to complement Japan’s F-35 fleet in the Air Self-Defense Force. Publicly released design concepts describe an airframe that is significantly larger than the Typhoon — some three to four metres longer, according to the developers — with a delta wing planform, extended range, greater internal weapons and fuel capacity, and heavy investment in digital-engineering methods, artificial intelligence integration, next-generation sensors and the ability to work alongside uncrewed “loyal wingman” systems.
Officials in the three capitals have described the July 3 contract as a signal that the programme has moved decisively past its initial planning stage. Under the newly signed work package, Edgewing is tasked with completing an advanced concept and assessment phase, then proceeding with joint detailed design work covering the aircraft’s overall configuration, structural architecture, mission and combat systems software framework, propulsion integration, and internal parameters such as weapons bay sizing, fuel capacity and power and cooling budgets. The intergovernmental organisation has also indicated that follow-on contracts covering specific major subsystems, including avionics and propulsion, are expected to be placed with additional industrial groupings drawn from the three nations in the coming months.
The signing took place against a broader shift in Europe’s combat-air landscape. The rival Future Combat Air System — a Franco-German project that Spain also joined and that was intended to produce a comparable next-generation fighter — has run into serious industrial and governance disputes in recent weeks, with reports emerging from Paris and Berlin in June suggesting that the trilateral partnership is unlikely to continue in its original form. Officials involved in the GCAP effort have publicly avoided direct comparisons, but industry analysts writing in specialist defence outlets have noted that the UK-Italy-Japan programme is now the most advanced sixth-generation fighter effort in Europe with confirmed political and financial backing across all partner nations. The United States has continued to advance its own manned sixth-generation fighter, the F-47, contracted to Boeing earlier this year, and Beijing has flight-tested prototype aircraft widely described in open sources as sixth-generation designs, though official Chinese confirmation remains limited.
Financing arrangements across the three GCAP partners underscore the scale of the commitment. In addition to the UK’s 8.6-billion-pound envelope through the end of the decade, Italy’s parliament has previously approved a multi-year allocation extending toward 2037 to cover the initial development phases of the programme, and Japan has publicly earmarked substantial multi-year funding for its contribution as part of a broader increase in defence spending. Officials in all three governments have said that costs, industrial work and decision-making are to be divided broadly equally, and that final production plans and sales arrangements — including any future exports of the completed aircraft to third countries — will be discussed within the intergovernmental organisation as the design matures.
Analysts point to several practical challenges that lie ahead. Meeting the 2035 in-service date will require rapid maturation of technologies that remain at the leading edge of aerospace engineering, including all-aspect low observability, adaptive-cycle engines, artificial intelligence support to pilots, secure high-bandwidth data links across manned and unmanned platforms and integrated electronic warfare. Programme managers must also align aircraft development with parallel work on new weapons — including the STRATUS successor to the current Anglo-French cruise and anti-ship missile programme, which recently entered a new phase — as well as with the loyal wingman uncrewed platforms that will operate alongside the fighter. Additionally, ensuring smooth cooperation between three national defence ministries, three parliaments, and industrial supply chains stretching across Europe and East Asia will remain a continuing management challenge, particularly on questions of intellectual property, technology transfer and export controls.
For now, the three governments have described the July 3 contract as evidence that political commitment, industrial readiness and financing are in alignment. Pollard, speaking after the signing, said Britain and its partners would “sign the next international contract shortly” and continue “significant investment in research and development, design and capabilities for GCAP.” Publicly, Italian and Japanese defence officials have echoed a similar message, saying the three-way cooperation is the fastest and most cost-effective path to a next-generation combat aircraft that all three countries can realistically deploy in the mid-2030s. The Farnborough International Airshow, one of Europe’s most closely watched defence and aerospace gatherings, is scheduled to open later this month; industry observers expect the programme’s progress to be a central talking point when senior figures from BAE Systems, Leonardo, JAIEC and government agencies from all three nations gather at the venue southwest of London.
