SHANGHAI, July 18 — The 2026 World Artificial Intelligence Conference (WAIC) entered its second day on Saturday, shifting from high-level geopolitical framing to deep-dive industrial deployments, following Chinese President Xi Jinping’s opening mandate that artificial intelligence must be treated as an “international public good.”
The four-day gathering, running through July 20 under the theme “Intelligent Partners, Shared Future,” has drawn more than 1,100 companies from over 50 countries to an exhibition space surpassing 100,000 square meters. While Thursday’s opening was dominated by the establishment of the 29-nation World Artificial Intelligence Cooperation Organization (WAICO) and Beijing’s pushback against unilateral tech restrictions, Friday and Saturday’s agendas have pivoted sharply toward the mechanics of global tech transfer and the commercialization of “Embodied AI.”
On the exhibition floor, the narrative shift from benchmark-chasing to real-world deployment accelerated on Day 2. Where previous years saw companies competing to announce the largest parameter counts, this year’s booths are packed with concrete applications. Saturday morning saw a surge of interest in autonomous agricultural machinery and robotic arms assembling electric vehicle batteries on mock production lines. Industry executives at multiple forums emphasized that after years of feverish model development, the Chinese AI sector is now aggressively pushing technology out of laboratories and into factories, farms, and hospitals.
This industrial pivot is backed by staggering macroeconomic data. Official figures released ahead of the conference indicate that the scale of China’s core AI industry has exceeded 1.2 trillion yuan ($166 billion), with growth projected to remain robust at over 30 percent this year. Across key industries, overall AI penetration has topped 80 percent, and AI-enabled smartphones and PCs are expected to outsell conventional devices for the first time in 2026.
In the academic and policy tracks, Saturday’s schedule tested the viability of the “public good” framework introduced on Day 1. WAIC Academic, the high-level international academic conference chaired by Turing Award laureate Andrew Yao (Yao Qizhi), hosted intense panels on AI safety, alignment research, and cross-border data flows. Concurrently, breakout sessions focused on the operationalization of the newly signed WAICO agreement, with panels detailing how advanced AI economies can provide low-cost infrastructure packages, cloud computing credits, and local-language model training to developing nations across Asia, Africa, and Latin America.
The emphasis on capacity-building for the Global South comes as Beijing faces intensifying competition with Washington over semiconductor access and algorithmic exports. Chinese organizers have positioned WAIC’s technical workshops as evidence of an alternative model — one where developing economies are integrated into the next industrial revolution rather than locked out by export controls.
Whether this vision of open, cooperative AI development can survive mounting geopolitical tensions remains an open question. But as thousands of delegates navigate the sprawling venues along Shanghai’s Huangpu River on the conference’s second day, the practical machinery of China’s AI ecosystem is already moving to fill the void.
